Presidential Instruction Number 7 of 2025 provides a strategic framework for accelerating the improvement of national education quality through the revitalization of educational units, particularly through systematic and data-driven provision, rehabilitation, and development of educational facilities and infrastructure. This article presents a comprehensive analysis of the revitalization policy, its implementation mechanisms at the school level, and its implications for learning quality, school governance, equitable access to education, and digital integration. The analytical approach integrates perspectives from public policy, educational management, and human development theory, reviewing both national and international literature, including best practices from UNESCO, OECD, and the World Bank. Findings indicate that the revitalization of facilities is not merely a technical intervention but a structural transformation instrument that strengthens national education standards, enhances teachers’ pedagogical capabilities, accelerates digitalization in educational units, and improves an accountable and sustainable governance ecosystem. Nevertheless, the effectiveness of implementation is influenced by regional managerial capacity variations, the quality of data-driven planning, and the accuracy of budget allocation. This study recommends strengthening governance, integrating educational information systems, implementing real-time data-based monitoring mechanisms, and applying affirmative approaches in underdeveloped regions to ensure that educational transformation is equitable and sustainable.
