Abstract

Juvenile delinquency in Indonesia has escalated to alarming levels, marked by increasing cases of drug abuse, student brawls, and petty crimes among adolescents. In response, the West Java Provincial Government introduced the Barak Militer Remaja (Youth Military Barrack) Program in 2025 as a character based educational initiative aimed at social rehabilitation. This program employs a semi military model integrated with Islamic values, Sundanese cultural principles, and a humanistic approach centered on experiential learning and habituation. Using a descriptive qualitative method through library research, this study analyzes scholarly literature, official policy documents, and credible media coverage to examine: (1) the character education concepts applied within the program, (2) the integration of Islamic and Sundanese values into participants’ daily routines, and (3) the effectiveness of the program’s implementation and the public’s response. Findings indicate that structured activities such as physical training, communal prayers, social service, and self reflection sessions; successfully foster positive traits like discipline, responsibility, and social empathy. Islamic teachings such as tauhid, sincerity, and noble character are reinforced through spiritual guidance, while Sundanese values like silih asah, silih asih, and silih asuh promote social cohesion and cultural rootedness. Community responses, especially from parents and child protection institutions, are generally favorable, though concerns remain among psychologists and child advocates regarding the semi military approach’s inclusivity and child centeredness. Ultimately, the program emerges as a contextual innovation in character education with strong potential for adaptation and replication in similar settings.
